Scouts promote air scouts; later, in order to more effectively concentrate resources to carry forward air scouts, encourage more youths interested in air scouts in Bukit Mertajam District to go directly without going through their school scouts To participate in the Air Scouts, the leaders of the interest group applied to the Air Scout Secretariat under the Penang State Scout Association and the Director of the Scouting in Bukit Mertajam District to establish an open delegation.
